FRA – About FRA (Official Site)The European Union Agency for Fundamental Rights (FRA) is a Vienna-based, independent EU decentralised agency established on 1 March 2007 under Council Regulation (EC) No 168/2007. Funded by the EU budget, it serves as an independent centre of excellence for promoting and protecting human rights across the European Union, advising EU institutions and member states without acting as a standard-setting body or handling individual complaints.
FRA's work spans thematic areas including equality and non-discrimination, racism, asylum and migration, data protection, access to justice, and the rights of children and persons with disabilities. It delivers research, data, and evidence-based analysis to help ensure fundamental rights are systematically considered in legislative and policy processes. In 2024 alone, the agency delivered 520 written and verbal contributions and responded to 136 requests for data and evidence.
The agency is governed by a Management Board comprising independent experts appointed by each EU member state, two European Commission representatives, and one expert appointed by the Council of Europe. Sirpa Rautio has served as Director since March 2024. FRA also maintains the Fundamental Rights Platform, a civil society network consulted on research, work programmes, and civic space issues.
With a current strategic plan covering 2023–2028 and 82% of stakeholders affirming FRA's significant contribution to embedding fundamental rights in EU policymaking, the agency is a key institutional resource for any organisation or initiative operating at the intersection of technology, policy, and human rights within the EU.
