Drainage Services Department Sustainability ReportThe Drainage Services Department (DSD) is a government department of the Hong Kong Special Administrative Region, established in 1989 and operating under the Development Bureau since 2007. Its mandate is to provide professional sewage treatment and stormwater drainage services to protect water quality and mitigate flood risk through the planning, design, construction, operation, and maintenance of these systems.
The department is organized into four branches: Sewage Services, Operations and Maintenance, Projects and Development, and the Harbour Area Treatment Scheme (HATS) Division. Notable large-scale initiatives include the HATS for Victoria Harbour, the Hong Kong West Drainage Tunnel, and the Happy Valley Underground Stormwater Storage Scheme.
Innovation in this space is relevant to the DSD as it integrates climate change factors into its design standards, as seen in the 2018 Stormwater Drainage Manual. The department also focuses on river revitalisation by incorporating green and ecological elements into channelised watercourses.
