Hong Kong Environmental Protection Department

The Environmental Protection Department (EPD) is the executive environmental agency of the Hong Kong Special Administrative Region (HKSAR) government, established on 1 April 1986 to consolidate pollution prevention and control functions previously spread across multiple government branches. It replaced the earlier Environmental Protection Agency, drawing staff and resources from six government departments at the time of its creation. The EPD operates under the Environment and Ecology Bureau (EEB).

The EPD is responsible for developing and enforcing environmental policy and legislation covering air, water, noise, and waste pollution; conducting environmental impact assessments for major projects; monitoring environmental quality; and managing waste collection, treatment, and disposal facilities. It handles pollution complaints and incidents, advises on the environmental implications of town planning, and runs public awareness initiatives. As of 2024, approximately 2,100 staff are deployed in field and office roles.

The department is guided by major policy frameworks including Hong Kong's Climate Action Plan 2050 (targeting carbon neutrality before 2050 with a 50% emissions reduction by 2035 vs. 2005 levels), the Waste Blueprint for Hong Kong 2035, the Clean Air Plan for Hong Kong 2035, and the Hong Kong Roadmap on Popularisation of Electric Vehicles. Recent work includes the 2024 launch of a Waste Reduction and Recycling Charter and publication of marine and river quality reports featuring a new biological indicator, the Phytoplankton Community Integrity Index (PCII).

Innovations in environmental monitoring, waste management, clean energy, climate data, or sustainability regulation are directly relevant to the EPD, given its mandate to enforce legislation, track environmental quality, and implement Hong Kong's long-term decarbonisation and pollution-reduction targets.
