Ministero dell'Università e della Ricerca (MUR)

The Ministero dell'Università e della Ricerca (MUR) is a ministry of the Italian government headquartered in Rome, tasked with administering higher education institutions and overseeing scientific research and technical progress. The ministerial role dates to 1962, though MUR has operated as a standalone ministry since 2019, having previously been merged with the Ministry of Public Education between 2001–2006 and 2008–2019.

MUR is Italy's primary state-level research, technology, and development (RTD) policy actor and funding agency. Its core responsibilities include preparing and implementing the National Research Programme (Piano Nazionale della Ricerca, PNR), managing the Ordinary Fund for Research Bodies (FOE — approximately €1.5 billion allocated for 2025), and concluding bilateral and multilateral international research agreements. The current minister is Anna Maria Bernini, in office since October 2022.

MUR leads Mission 4 'Education and Research' under Italy's National Recovery and Resilience Plan (PNRR), which carries a total value of €11.732 billion and targets strengthening the national higher education system and research infrastructure. This makes MUR a central actor in Italy's innovation and research ecosystem, with significant influence over university funding, public research bodies, and national research priorities.

Given MUR's mandate to drive research and innovation policy and its stewardship of multi-billion euro programmes, innovations in research administration, open science, digital infrastructure, or higher education management are directly relevant to its operations.
