Crisis Tier Thermostat: De-Escalation Governor for Safety Chatbots

A tool for safety chatbots that lets them lower the crisis alert level as a user becomes calmer.

A plug-in controller for safety chatbots that makes their crisis-escalation ladder reversible: every escalation must have a logged, identifiable trigger, and tiers step back down as the user stabilizes, so trauma survivors are never locked in crisis-intervention mode.

Concept

A drop-in middleware that governs the safety-tier state machine of crisis and safety chatbots, sitting between the affect/threat detector and the response policy. Three rules: (1) every tier escalation must carry an attributable trigger (a specific lexicon hit or flagged signal); escalations with no attributable cause require a corroborating signal or immediate human review, and are always flagged in the ledger; (2) tiers de-escalate one step at a time after hysteresis — N consecutive calm or engaged signals, or T minutes of stable conversation — with a floor at the supportive-conversation tier, so no user is stuck in crisis-intervention mode indefinitely; (3) a per-session tier-transition ledger records every change and its trigger, so operators can see why a user ended a session in crisis mode. The single wedge: make the escalation ladder reversible and explainable.

Why now

The Shakti paper's Version 2 verifies two live defects in a publicly deployed trauma-informed chatbot: tiers escalate with no de-escalation path at all, and a documented escalation (§6.1) fired from a word not in the threat lexicon — cause unknown. The paper's own §7.1 and §7.5 record that there was no red-teaming or clinical validation, so both state-machine defects reached production unnoticed; a governor middleware is the minimal component that would have caught each. Older corpus work [2] withdrew the causal reading of internal affective state in a spiking network after its own controls, which supports the governor's design choice to gate tier changes on observable, attributable message signals rather than raw affect readouts.

AI assessment

Backed by 2 papers92

A highly focused, technically grounded middleware that solves a specific, documented failure mode in crisis chatbots by enforcing reversibility and auditability of escalation states.

Evidence strength
5/5
The idea directly addresses two specific, verified defects (lack of de-escalation and unattributable triggers) documented in the revised Shakti paper's full text.
Market pull
4/5
The named beneficiaries are high-volume, high-stakes mental health services where 'locking' a user in crisis mode is a clinical risk and a liability.
Novelty & moat
4/5
While similar to 'Coverage Sentinel' in being a middleware watchdog, it introduces a unique 'hysteresis-based de-escalation' mechanism specific to clinical safety ladders.
Feasibility
5/5
The product is a state-machine governor (middleware) that requires no new AI training, only the implementation of a logic layer between existing detectors and policies.
Wedge clarity
5/5
The wedge is extremely sharp: making the escalation ladder reversible and explainable, rather than attempting to improve the underlying detection accuracy.
Simplicity / focus
5/5
It avoids 'platform' creep by focusing on a single, discrete function: governing the transition between safety tiers.

Who benefits

  • If they layer automated triage onto counseling, the governor ensures callers are not left in crisis scripts after a false or stale escalation.

  • Any chat-based triage across the national programme needs reversible, attributable escalation before it touches callers in distress.

  • A 24/7 helpline cannot have human review on every automated escalation; the governor's hysteresis and flagging keep unattended sessions from locking into crisis mode.

  • Yellow.aicompany

Conversational-AI vendor that could ship the governor as a standard safety component in its helpline and safety-bot deployments.

  • Mental-health service provider with digital tools; the governor prevents the harm of over-escalation lock-in for users in its care.
