FirstHit: Parallel-Optimal Inspection Planner

A planning tool that takes a ranked candidate list and a budget of yes/no checks and outputs one precomputed batch of inspections — plus a fallback nomination — that maximizes the chance of finding at least one 'hit' (defect, survivor, vulnerability), with a machine-checked guarantee that no adaptive check-by-check strategy can do better, so all checks can run in parallel.
